Yes: once to build glibc, once to get built against that glibc.
(Yes, this really is necessary.)

And, of course, for `twice' you should read `six times' because it's
a three-stage bootstrap each time.

I'm very worried that they don't run the testsuite at any time though.
That's asking for trouble.
