Mandrake 9 will boot perfectly well regardless of a bootable CD-ROM drive.
Take Disk 1 to any machine, Windows or Linux. Insert the disk and a blank
floppy then use the makeboot utility. Insert both the new boot floppy and
CD-1, reboot and you're away.
