I have heard that, because seatbelts are not fitted, and people can
stand in the bus, a bus driver is entitled to do pretty much anything to
protect their passengers. Clearly, sudden braking would be hazardous to
passengers; since a bus weighs considerably more than most vehicles,
moving them out of the way using the front of the bus becomes a
reasonable option.
