Unfortunately Trading Standards have so far shown themselves to be utterly 
useless on this one.

In the first place they generally have no teeth and secondly they also 
appear to simply not understand the issues so far - even when they are 
explained carefully.

The Campaign for Digital Rights (http://ukcdr.org/) have been doing a lot 
of work on this.
