   I do not know your background, nor your current understanding of Open
Source Software projects, but you will find that development is incremental
but rapid because of the pooled resources of groups of developers, plus
active communication and feedback from users. Anyone is free to develop new
ideas, and these will be considered and tried by users throughout the world.
   There may be unexpected advantages as well as disadvantages, so it is not
always easy to judge how successful any project will be.
   I believe that there are already about 30 variations on open source
licences, so you may find that your ideas are already covered.
   I am not sure how many programming languages are available, but there
seem to be open source equivalents to most commercial systems, as well as
the usual standards.
