Andrew,
 My original comments were based on what you have said. I went to study at one college and was appalled at the dirty untidy environment I was supposed to study in, moved to a nicer environment but the lecturers were only interested by and large in their own time filling.
          I eventually toured around various campuses liooked at the departments of interest. I then "just happened"  to meet (usually in the pub ) the main people involved  and got them involved in a conversation & saw how enthusiastic they were hiow polite to stranger they were etc. 
          That research paid off & i had a very enjoyable study time with people who were enthusiastic,motivated and above all helping people understand their joy in their subject.

   Since then I have taught 2 years in my chiosen field  and although I have no qualification in teaching/lecturing had "outsiders" lining up to hear my lectures. Why? simply because no question was too stupid to answer, and my enthusiasm was all too obvious.

There has been a lot of talk about whether University X has a good
reputation.
I am by no means an expert on this, but I would have thought it is more
important (or at least as important) to find a
 - department covering the area you want to research
 - a supervisor well known in this area (and that you will get on with)

I guess I am biased because I withdrew from a PhD at a prestigous
university, and with  hindsight wish I had
followed another option at a smaller department with someone I felt I would
have hit it off with.
