Because we live in a socialist society where hospitals are supposed to
be funded by taxation.

And why only a London hospital and not a hospital in Newcastle?  Why
only a childrens' hospital and not an aged care home?

Exceptions are bad, but often politically expedient.  I can just
imagine the Yes Minister-like prods that dissenting ministers got who
objected to some other part of the bill:

"But think of the kiddies, Minister.  You wouldn't like the papers to
 say 'Hacker blocks kids hospital money' tomorrow, would you?"
