I have a fresh debian ppc install at home.  A quick ssh and poke leads
me to believe that

apt-get install gnome-help
apt-get install gnome-help-data

may fix your issue (I had gnome-help installed but not gnome-help-data)

However if you are using gnome 2 with debian you'll need to look for
yelp I'd imagine,
