The policy where I work refers to "online activity inappropriate to the 
buisiness environment" and gives examples. Researching and booking a holiday 
during lunch break is fine, chatting on a dating service is not. They also 
have a blanket ban on downloading any material. It works, and everyone seems 
to be happy with it.
