But what does or doesn't impinge is itself debatable.  A world in which
the US government has total political and military power is also a world
in which US commercial interests are more capable of imposing their
trading terms, ideas of copyright, digital rights management etc on the
rest of the world.  And these have all been considered legitimate topics
for the list.
