Whilst not quite current (phoebe-3 beta) you should be able to glean
core changes from:

http://www.mirror.ac.uk/sites/ftp.redhat.com/pub/redhat/linux/beta/phoebe-3/en/os/i386/RELEASE-NOTES

"CUPS is now the default print spooler, and redhat-config-printer is the
recommended tool for configuring it. It may be launched from the System
Settings menu, using the Printing menu entry. LPRng is still provided,
and upgrades from previous installations using LPRng will continue to
use it."

The one which makes me most curious is:

ipvsadm - No longer part of Red Hat Linux product profile.

https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=80810

"Support for ipvs has been removed from the kernel in the RHL product.
This causes the ipvsadm build to break (and also causes the ipvsadm
binary to complain). Look for ipvsadm to disappear from RHL in the near
future."

Hmm, wonder what's scheduled to replace it.
