My impression is that all this means is that ipvsadm will not be
switched on in the default Red Hat install kernel. Essentially this
means that Red Hat will not support it. i.e. their policy on support is
such that they will not support product with custom compiled kernels.
So, if you want ipvsadm, you must recompile your kernel and forgo
support from Red Hat.

The replacement will most likely be buying RH Advanced Server to that
sort of thing.
