Dear Rev Simon Rumble and others,

This sort of optimisation has been banded about before.  The
best solution is to introduce a new value for the TYPE field
of the IP datagram explicitly for TCP ACK.  A bonus is that
it's independent of ATM, but every TCP/IP stack would need
to be aware of its existence.  It's nice to dream though.
