One way would be to go through the original setup menu, which should
have run the first time you ran the cpan shell. While you're in the cpan
shell, type "o conf init".

You could also edit the list through "o conf urllist", or editing cpan's
Config.pm directly. (You can find this file through locate(1)). I
haven't tried the latter, so maybe that won't work.

To use passive ftp, you can set FTP_PASSIVE=1. Net::FTP will see and
use the variable as approporiate.
