Don't know. You'll have to read the patent. It was filed around
'95-'96 by a company called Packeteer. They made routers, so it's
possible it only applies to devices. Also IIRC they proposed to drop
ACKs rather than delay them, so perhaps it doesn't strictly apply at
all.
