~/bin means a bin directory inside your home directory.  Depending on
how you have set up your system, if you have created a ~/bin directory
then it will be added to your PATH when you log in.  It's a useful place
to store your own scripts or any applications you compiled for personal
rather than general system use.  If you don't have administrative access
to a machine then it's more than just useful.
