What you've described is basically the "FastCGI" approach, which has
some strong points (good isolation and recovery, possible to
distribute across machines) vs. the "in-process CGI" approach which
mod_perl / mod_php / mod_caml use.

Not sure I'll be switching to Cobol any time soon though :-)
