Another point is that the patching system is NECESSARY.
These are experimental features - you can try them out on your own 
machine, or on a set of test machines and report back problems.
Most people don't want dodgy or untried features in a production kernel,
hence the vanilla kernels from Linux, or the Redhat/SuSE patched but
stable kernels.
I don't know about the IBM issue, but if they are applying these patches
then they must be confident they can support these.
