So boot to single user?  It's not like you change graphics cards often,
and runlevel 1 is as good as anything else if all you are using it to do
is change a few files before reboot.

I can imagine it would surprise people from outside linux too, where
runlevel 5 = power off :)

Anyway, I can certainly see your point - it gets discussed occasionally
on the debian lists, and the verdict seems to be that is it's not a bad
idea (it's in LSB too, which is perhaps more important), but they don't
want to change things and surprise all their existing users.
