Sorry, that statement isn't quite true.

RMX records guarantee that you can't forge email from a domain you
don't own or control.

The effect of this is that spammers are forced to register lots of
domains, which increases the cost and risks[*] to them.

[*] If they use forged credit card information, the risk to them is
that they are now committing an extra, and quite serious offence.
