Not sure I fully understand but I'm thinking: Network provider wants to
lock phone. Nokia doesn't care but won't let Orange have details to do
it themselves. Thus, Nokia lock phones and provide the unlock info and
we have the current situation.
If this is the case are Nokia contractually obliged to restrict the
unlock information?
