[Gllug] Idv3 Tag Command line tool recommendation.

Hi Guys,

Has anyone come across a command line tool to add empty IDv3 tags to MP3
files.  I have around 20'000 files with a mixture of tags or not, as I add
the tag from remote machines across a wireless network I have to wait for
the entire file to be read and rewritten and when doing something like an
album can have to wait a good few minutes.  Files that already have a tag
get updated instantly.
