Protex is a bit more complex to set up and the basic package lacks 
certain features (CVV checking springs to mind) but is more secure in 
terms of they way they handle transactions[1]. Secpay does CVV and is 
easy to set up, we've found that they are quite cautious of big (£1,000 
plus) transactions. We run a on-line art gallery and regularly run 
£2-5,000 transactions. About 10% of them get referred by the card 
holders bank - they do go through later when the card holder confirms by 
phone.

[1] I've found a couple of form spoofing exploits that could let you buy 
stuff for £1. In fairness Secpay have fixed (some times pro-actively) 
any exploits they have come across.
