[Gllug] Ogg bit rates

I'm trying to encode a wav as an Ogg at a specific bitrate. I don't
mind it being variable but I wouldn't mind the file weighing in at a
fair bit less than 370 megs (2 hours, stereo, 44.1kHz, 16 bit).
I've tried the -b (set bitrate) and it seems to do nothing. -M (max
bitrate) seems to be similarly ignore.
The only option which seems to work is:
--managed
Set bitrate management mode. This turns off the
normal VBR encoding, but allows hard or soft bitrate
constraints to be enforced by the encoder. This mode is
much slower, and may also be lower quality. It is
primarily useful for creating files for streaming.
Yet despite all these caveats, when I use -b 128 I end up with the
same file size and "Average bitrate: 441.0 kb/s".
So how the hell CAN you control the bit rate?!?!
