Doing it with WINE probably would be pretty tortuous, if it even
worked at all (certainly I have had to give up trying to get it to do
some low-level hardware access stuff in the past---e.g. getting it to
access a serial port).  Doing it with DOS, OTOH, is easy if you know
[a tiny bit of] DOS.

I suspect the reason you don't get the sources for the .EXE are
twofold.  Firstly, they'd almost certainly have to bolt on the source
code for half an OS if they wanted it to be sufficiently stand-alone
to build on different platforms.  Secondly, the quality of the code
would probably scare users away from buying any of their hardware ever
again (much like some of the semi-closed Linux drivers) :-).
