I personally like both vBulletin (http://www.vbulletin.com) and Invision 
Power Board (http://www.invisionpower.com).  That said, you may not like 
the licenses for those either.  However, you do get great support from 
the developers and there is a strong community of users that are willing 
to help out (as well as developing additional 
modules/skins/customisations).
