[Gllug] Creating self extracting ZIP for Win32 on Linux

I'm looking for a Linux tool that can create a self extracting ZIP 
file that runs on Windows. It ought to be possible, because I can't
imagine it requires more than stuffing an essentially static chunk
of executable code at the start / end of the file. Google, however,
has not shed any light on the problem... WINE isn't really an
option because I need it to be lightweight & reliable enough to
run unattended in a continuous automatic build process.
