Yes and no. Outlook by itself can send meeting requests to other
Outlook users, which will automatically be added to their calendars
if they accept. What Exchange gives is the ability to check other
people's calendars to choose a suitable time for a meeting, for
example. This is deemed by many to be an essential feature, and
can't be achieved without a central server.
