I think Linux Format is a very good magazine for less experienced users, 
though still readable for others. It does seem to do plenty of web site 
articles PHP etc. (Disclaimer: I occasionally write for it).
Linux User and Linux Magazine are equally good (I cant say I noticed 
translation issues: they have a native UK speaker doing the German to English 
translation). Linux Journal is US-centric and rather too technical for the 
newbie.
