What you're missing here is that no reader actually wants to struggle
with complex layouts. Abuse of logical markup may be necessary to
produce an unusable design; well, that's two reasons not to do it,
then.

This is not a new fact; however, from my point of view, the fact that
the DDA may well force these idiots to select more usable designs can
only be good.
