Don't know of one with CVS integration but I quite like Request Tracker (RT),
which is used by the perl project. Or there is bugzilla/jagzilla. Jagzilla is
a Eclipse plug-in over bugzilla so if you are using bugzilla and eclipse it
might integrate through this.

Subject: [Gllug] Bug tracking system
Hi,
I've been charged with finding a bug tracking system for our code.
The main thing we want is tight integration with cvs - ideally so that you
cannot check in to cvs without a bug report.
We also want a pretty web front end so non-techies can view and add bugs.
Anyone know of anything like this?
Thanks
Ian
