[Gllug] gllug Digest Mail format

Hi there,

Would people prefer to have the list of gllug topics at the very 
beginning of the Digest Mail rather than after the list links? I ask 
because I'm very lazy, have limited screen space, and having to scroll 
to get the list of topics on discussion bugs me (see first clause.)

Then again there's probably some historic and exceptionally valid reason 
for having the list details at the beginning of the Digest...
