On one of my Epia-M mini-ITXs in the bios you have:

Power Management Setup
	Power Off by PWRBTN = [Intant-Off] or [Delay 4 Sec]
alternatively
	AC Loss Auto restart = [Off] or [On] 
which allows an external power switch
