The editCSS [0] extension for Firefox is fantastic for rapid CSS
styling. Once I have written the HTML, adding tags to describe content
sections, I load the page in Firefox and hit CTRL 8 which brings up the
editCSS bar on the left. I then write the style sheet for the page in
the editCSS bar and it is applied in real time. Once I am happy with the
page I copy the style sheet to an external file and test in other
browsers tweaking as required.
