If you want the site to be interactive eventually then use a CMS from
the begining. I tend to use Wordpress for blog/news sites and Mambo for
bigger stuff, though there are lots of others.[0]
Grab a theme that you like the look of from one of the numerous themes
sites for your CMS of choice and get working with Gimp and the editor of
your choice. Once you are happy push to live. :)
