Standard retort to this question: Have you thought about using <your
favorite simple text editor of choice>?
You can go a very very long way with xemacs + Perl template toolkit.

PS. I have a "framework" - basically a Makefile and some simple
headers, footers and CSS - which I can send anyone privately if they
want. It requires TT, make and that's about it.
