[Gllug] Recommendations for a change request management system

It might not be quite what you are looking for, but something like XOOPS with the XHELP module is pretty damn good for change request, and problem resolution tracking.  Its basically a ticket orientated help desk, but its quite customisable.  Also, it takes about 10 mins to install.
