It's mostly true.

Some 32 apps require libs that aren't provided by this package.  Skype 
is one of them.

For those you need to download the debian 32 bit library package and 
unpack it into the 32 bit library directory tree.

It's a tiny bit awkward to be sure but if you can get proprietry binary 
blobs like Skype working then the rest can't be that hard.
