Doug,
  Try this with you mum:

Mum has "the hot phone" which is connected to an SPA-1000/2000 and her
broadband net connection. It is configured to connect across the
internet to your Asterisk server and log in.

You have an Asterisk Server and another SPA-1000/2000 setup to connect
to you Asterisk server. You set your up so that it is able to dial out
anywhere and you set up hers so that she picks up the phone, hits "1"
and your phone rings... if you don't answer your phone in 3 rings, it
tries your mobile while your mum keeps hearing rings. If still no
answer, voice mail.

You can pick up your phone, dial "2" (or whatever) and your mum's phone
rings and she knows it is you as it is the only person who can call her
on it.

If you travel, get another SPA-1000 and take it with you or use a
Soft-Phone (though they all suck) this gives you the ability for anyone
to ring your home number and get your "mobile spa-1000" anywhere you
have it hooked up, even behind a NAT firewall.

Doesn't get much easier for Mum than that.
