In my experience yes. I myself had never built one from components
before and it wasn't too difficult -- but I have a relatively large
case (Venus) and thought that was too much stress than it was
worthwhile (i.e. next time I'd go for a larger case to avoid the silly
fiddling).

What do you need it for? Just looking cool? Blend in with your
living room?
As I said, I have a 'silver' Venus case. Looks great on the web site
but a lot cheaper in reality (that said, still better than your
average PC case).
I was/am disappointed with the noise level. That thing has 4
ventilators (one on the mainboard's CPU, one for the PSU and two for
the case cooling). One fan gave up after 3-4 month (well, it started
screetching like a fighter airplane) and I just disconnected it, but I
still wouldn't put it my living room. (YMMV, it is a lot quieter than
my friend's cheapo PC, but then again so is that big red bus going
past our house.)

Note that AFAIK VIA boards only give you 1024x768 -- might look silly
on a 17''.
