phpBB has a terrible user interface.

You could look at:

    * PHP-Nuke
    * Phorum
    * DiscusWare (commercial)
    * OpenACS

and there's a Google directory listing hundreds of packages here:

You might also want to consider whether private newsgroups or mailing
lists suit your purpose better.
