You could probably use syslogd in Cygwin, or no doubt there are syslog servers for other OSes (MacOS, Windows, etc...). The syslog protocol is hardly difficult to implement.
If all else fails, I have a syslog implementation in Java that I wrote once - I could send you that... (it is actually a syslog-to-JMS bridge, but stripping out the JMS part is easy).
