Since the main benefit yum brings to the party is it's ability to locate 
and download dependencies, as long as you are supplying the correct 
dependencies on the CD you're sending it might be simpler just to do rpm 
-Uvh /media/cdrom/*

Otherwise you might want to look at apt (rpm version available from 
freshrpms.net) because that definitely supports using a CD based repository.
