It looks like you are using exim 3.  If that is the case, from memory, 
change the search_type to lsearch*@.

It will then expect every entry to have a domain though, I think, which 
isn't ideal for the system aliases file (because it contains stuff like 
"root").

I'd suggest creating a new alias file stuff-with-domains, and adding a 
new router for it.
