As much as we may dislike it the truth is that this is usually the case - 
Windows for most users does the job. It often causes it's own problems and 
certainly wouldn't suit my needs but Windows does meet lots of people's 
needs adequately enough that they prefer it.

Printing under Windows is usually one of the things that "just works". It 
requires almost no effort at all.

Printing under Linux usually requires that you have some grey matter 
engaged to start with.
