As has been pointed out elsewhere, we don't have a road tax, but if we
did then where would you draw the line? Motor vehicles cause a vast
amount of expense to be incurred in hospitals, so clearly the road tax
would need to be spent on roads and hospitals. By the same reasoning
you could quickly add dozens of other categories with a demand on the
tax - in fact, practically everything.
