I'm glad you answered that because I have no idea on a Debian system! On
Fedora it's configured in /etc/sysconfig/i18n:

$ cat /etc/sysconfig/i18n
LANG="en_GB.UTF-8"
SYSFONT="latarcyrheb-sun16"
SUPPORTED="en_GB.UTF-8:en_GB:en"

I had to find out about this when I noticed that the spell-checker in
Gaim was complaining about the spelling of 'realise' after I'd upgraded
to Fedora Core 4. For some reason the language selection page is missing
from FC4's anaconda so the system language (at least if one installs in
English) defaults to US English. Since there seems to be no GUI tool
anywhere to change this, and sadly I've become accustomed to being able
to use a GUI tool, I had to find and edit /etc/sysconfig/i18n myself.
