It turned out that there was some subtlety of how my mobile account was set
up. It’s a very old number - just over 10 yrs (pre-GPRS I guess) - and
settings that are default on newer accounts hadn't been set up on mine. A
bit of persistence with Vodafone's help desk bottomed it out.
