   Even if that person is the best that they can find. Of course, a small
company may need to keep their staff numbers very tightly controlled, unable
to cope with too few, but not able to absorb an additional staff member, so
they may face court action if they find someone better later. Larger
companies can afford to move difficult employees to other duties, perhaps
somewhere a long distance from home, until the employee decides to resign.
