I think you'll find that when syslogd says "restart", that's exactly
what it means - it's restarting.  It does not mean "shutting down
preparatory to restarting" - it means "restarting".

Do you have any shutdown messages in the log before the "restart"
message?  If not then it's almost certainly a power glitch or outage.
The "restart" message appears as the system starts up again.
